FOIA EEO Office “I” Network Drive Paradox, Frivolous Redactions

redact-obama-cartoonThe FAA’s EEO office has responded to a long overdue FOIA request, requesting information concerning its handling of the EEO cases filed by CTI students. The agency claims no records concerning guidance or other information for EEO handling of CTI students in a network drive called “I”, yet there is clear evidence the drive exists.

Our initial request asked for —

Guidance, policy, emails, documents, chats, etc., in the Civil Rights office, EEO department/division, concerning the assignment, processing, and/or handling of EEO cases related to changes to the hiring program related to Air Traffic Control Specialists and the CTI program. This includes information in any network share drives available to EEO counselors. A previous FOIA response revealed that there is an “I” or “L” drive that houses information concerning the EEO complaint handling.

The FAA’s response —

Our office was unable to locate any records or files.

That’s really strange.

Let’s take a look at one of the redactions the agency made in the initial response. Oh, and the agency never claimed an exemption as to why they aren’t disclosing the information, and are therefore redacting it.

Now, when we asked the agency to comply with FOIA and give us reasons for the redactions, they got back to us with an “amended response”.

It’s interesting that they redacted information about the I drive.
